The independent exercise of the activity as an employment agency or staff leasing agency (labor leasing) is subject to authorization. In particular, a permit is also required by anyone who arranges persons for artistic and similar performances (e.g. pianist, dancer, theater group). The mediation is also subject to authorization if it takes place, for example, via print media, telephone, television, radio, teletext or the Internet. In particular, the person responsible for the management of a business must have specific professional knowledge. Special requirements are also placed on the business premises. The granting of a license in the area of personnel leasing is also subject to the condition that a deposit is paid. The deposit serves to secure the wage claims of the temporary workers in the event of bankruptcy of the company. The amount of the deposit is determined by the scope of the business.
