Transport of dangerous goods
Dangerous goods are substances and objects from which certain hazards may arise during transport and whose carriage is therefore prohibited or only permitted under certain conditions.
The carriage of dangerous goods is regulated across borders in the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) . The Convention contains regulations, in particular for the classification, packaging, labeling and documentation of dangerous goods, for handling during transport and for the vehicles used. The provisions of the ADR are implemented in Liechtenstein by the Ordinance on the Transport of Dangerous Goods by Road (VTGGS) into national law. The enforcement of the ordinance is the responsibility of the Office for the Environment, the Land Police (LP) and the Office for Road Transport (ASV).
The Office of the Environment is responsible under VTGGS for all matters relating to the hazardous materials officer and for the approval and labeling of packaging. The Office is supported in these tasks by the Swiss Safety Center, (Matthias Mettke Tel: +41(0)44 877 61 33)
Companies domiciled in Liechtenstein, the Principality of Liechtenstein and their municipalities, as well as other legal entities under public law whose activities involve the carriage of dangerous goods by road or the packing, loading, filling or unloading associated with such carriage, shall appoint one or more dangerous goods safety advisers and notify the Office for the Environment using the appropriate form . The dangerous goods safety adviser shall perform specified tasks under the responsibility of the head of the enterprise or the owner of an enterprise in accordance with the activities of the enterprise. He is obliged to keep records of his monitoring activities and to prepare an annual report for the attention of the management. The annual report shall be submitted to the Office for the Environment upon request.
