Reporting exemption GDL

Upon request, the Office of Economic Affairs (AVW) checks whether the requirements for an exemption from reporting are met. It informs the applicant of the result in written form.

With this written notification and other application documents, you can apply for an annual permit for a calendar year from the Immigration and Passport Office (APA). The following application documents must be submitted to the APA at least 14 days before the start of service provision:

for nationals of an EEA member state:

  • AVW confirmation approval for reporting exemption

  • application form
  • Copy of valid passport or identity card
  • For Swiss nationals:

    • AVW confirmation approval for reporting exemption

    • Copy of the valid passport or valid ID

    For third-country nationals:

    • AVW confirmation approval for reporting exemption

    • application form
    • Copy of the valid passport
    • Copy of the permanent residence permit from CH or EEA

    For Liechtenstein nationals or foreign persons with residence in FL:

    The APA examines the application for an annual permit and issues a GDL permit in paper form, provided that the requirements under the provisions of the Freedom of Movement of Persons Act are met.

    Electronic reporting is no longer required for posted employees with a GDL annual permit. This also applies to further assignments of an employee that are not part of the application to the AVW. If the activity falls within the scope of a collective employment contract that has been declared generally binding, the employer must, upon request, inform the Central Joint Commission of the employees' assignments.
