Development concept for the Liechtenstein lowlands and Schaan (EKU)

Liechtenstein's settlement, natural and landscape areas interact in a variety of ways that extend beyond municipal boundaries. This results in challenges and problems that can only be solved through close, cross-municipal cooperation between the municipalities. With this in mind, the five Unterland municipalities founded the "Liechtenstein Unterland and Schaan Development Concept" platform, or EKU for short. The first meeting took place in 2016 and was financed by the state.

Initially, the focus of this platform was primarily on the problems and challenges that existed in the Liechtenstein lowlands in connection with road traffic or were forecast for the future. The committee generally met two to three times a year for this purpose. In addition to the heads of the municipalities in the lowlands, one employee from each municipality, the responsible member of the government, the Secretary General and other representatives of the state, the municipality of Schaan also took part in the EKU from 2017 due to the strong thematic links.

In a first step, the EKU working group developed a joint vision for the 2050 time horizon by 2018. In order to do justice to the diverse interactions between transport, settlement, nature and landscape areas, the EKU's thematic areas were expanded. The target images "Settlement", "Landscape" and "Mobility" were created. Building on this, the "working plenum" defined the associated overall strategy with its 12 strategy modules and numerous fields of action in 2019. Due to the negative result of the vote on the Liechtenstein S-Bahn in 2020, a final adjustment was then made.

The defined strategies, strategy modules and fields of action were then broken down into various specific measures. At the joint plenary meetings, the focus was increasingly on information and coordination regarding the specific measures to be implemented. In June 2023, the "Working Plenum" was therefore renamed the "Exchange Platform" EKU.

Since the various measures are being pursued in project-specific committees and all relevant stakeholders are involved, the need for coordination within the EKU has become increasingly superfluous. At the same time, however, the joint exchange across several hierarchical levels was seen as very valuable.

For this reason, it was decided in summer 2024 to dissolve the previous platform and the previous "Liechtenstein Unterland and Schaan development concept" process at the end of 2024 and transfer it to a new "Forum for space and transport - for municipalities and the country". The new body will focus on a joint exchange between the municipalities and between the state and municipalities and will now include all Liechtenstein municipal leaders. Two meetings will be held each year.
