Dynamic procurement system
The contracting authorities may set up a dynamic procurement system for the procurement of standard market services. All communication takes place exclusively electronically. The dynamic procurement system must be carried out as a restricted procedure in all phases from set-up to award(Article 24a, paragraph 1 ÖAWG and Article 35, paragraph 1 ÖAWSG).
All tenderers who meet the eligibility criteria are admitted to participate in the system. The number of participants may not be limited. If the dynamic purchasing system is subdivided into categories of works, supply or service contracts, the contracting authority shall specify the eligibility criteria for each category(Article 24a, paragraph 2 ÖAWG or Article 35, paragraph 2 ÖAWSG).
A separate invitation to tender must be issued for the award of each individual contract(Article 24a, paragraph 3 ÖAWG or Article 35, paragraph 3 ÖAWSG). The further provisions on the dynamic procurement system are regulated in Art. 28a ÖAWV and Art. 33a ÖAWSV.
